Brian Howells...the first non-American to be appointed President of any of the ARTBA divisions

October 2010

Halcrow director Brian Howells has been busy raising Halcrow’s profile in the US Public Private Partnership market.

Last September he had the honour of being appointed President of the American Road and Transportation Builders Association (ARTBA) PPP Board, the first non-American to be appointed President of any of the ARTBA divisions. The annual PPP conference held in July was a huge success and has been described as being ‘raised to a new level’.

Following his year as President, Brian has been given the further honour to be appointed as a member of the main ARTBA Board for the next three years.

Also during this past year, Brian has been a member of the Transport Research Board Taxation & Finance PPP Committee, and was appointed to the National

Academies TRB 4th Finance Conference Planning Committee.  He moderated a panel on International PPP at the TRB Conference in May 2010.

Further highlights for the year include publishing a paper in the ARTBA Transportation Builder publication in August 2010 on lessons learned from PPP Projects in the UK EU and the Americas; visiting lecturer at the University of Texas, Austin;  and more recently, being interviewed as a PPP expert on TfI News October 2010, see above.

Finally, Brian will become the guest editor of Infrastructure Journal, from Monday 25 October for one week.
