New York, NY (March, 8) – Stephen W. Lowry, PE, joins Halcrow as vice president of the firms Highways and Bridges operation in North America. Working with a team of experienced highway and bridge professionals, Steve will be responsible for the development of this market sector across the United States and Canada.
Throughout his career Steve has served in a full-spectrum of technical, managerial and executive capacities in the transportation infrastructure engineering and design-build business in the Americas and abroad. “With three decades of experience in the heavy civil infrastructure industry, Steve will be a great addition to our organization. His skills in this area will enable us to drive forward our strategic goal of growing our highways and bridges practice across North America,” said Michael Della Rocca, president of Halcrow in North America.
Steve most recently held a position with Kellogg Brown & Root (KBR) as national director for Management & Engineering Services with oversight of KBR’s infrastructure business in the Americas and Middle East. Highlights of his project experience include multi-modal transportation planning and design and multidiscipline design/build and alternative delivery systems for highways and bridges in the US and abroad. In 2008 and 2009 he served as the executive director for the Qatar-Bahrain Causeway, overseeing design, construction and program management services for what will be the world’s longest multi-modal marine crossing carrying freight and passenger rail and a four lane divided motorway across the Persian Gulf from the Kingdom of Bahrain to the State of Qatar.

Having followed Halcrow’s work in Europe and the Middle East for the past few years, it’s a privilege for me to join the legacy of this firm as well as have the opportunity to contribute toward Halcrow’s continued successes here in North America.”
Steve is a member of many key industry organizations including, the American Road and Transportation Builders Association (ARTBA), the Council of Engineering Companies and the Construction Management Association of America. And he has professional engineering licenses in Texas and Virginia.
He will be based in Halcrow’s Austin, Texas office.
