Realising Cambridge’s sustainable water vision through a comprehensive study of stakeholder needs.
HalSTAR (the Halcrow Sustainability Toolkit And Rating system) was used to analyse which issues were of importance to various stakeholders in the development of a Water Cycle Strategy for Cambridge, including local councils, water companies, and interest groups. Requirements from relevant planning policies, legislation, and government strategies were also incorporated in the analysis. Identified issues were used as the basis for a Multi Criteria Analysis of potential options.
Outcomes and benefits to client
This process helped to identify common issues and concerns, which were prioritised through consultation with the project team. By developing requirements into criteria used for appraising different scenarios, it was ensured that stakeholder needs and regulatory requirements would be met effectively. The approach also highlighted issues to be mitigated or resolved as appropriate when developing the chosen solution.
