Halcrow worked with Transport Scotland on the updating of the national cycle design guidance Cycling by Design.

Project challenges and goals

  • To update, write and publish technical guidance for the design of infrastructure that will be used by cyclists.

Halcrow’s role

Transport Scotland requires practitioners working on trunk road projects to follow the guidance, and it is commended to all planning and design organisations.  In producing the guidance, our responsibilities included:

  • Collating consultation responses
  • Researching good practice
  • Consulting technical stakeholders
  • Incorporating the latest legal and guidance requirements
  • Developing technical guidance
  • Formatting and publishing

Halcrow is in a unique position to help design organisations interpret Cycling by Design to achieve best value delivery of infrastructure and to contribute towards the Scottish Government’s cycling mode share target. 

Halcrow delivered

Cycling by Design was published in spring 2010 and will be maintained as a living document, regularly updated with the experiences and views of practitioners.

Following publication of the guidance we will continue to maintain and update the document and will be undertaking training for practitioners.

Key updates in Cycling by Design 2010 include:

Design principles: The document emphasises the importance of a firm understanding of the needs of cyclists of all skill level and trip type. It strengthens the links between these Core Design Principles and route development.

Planning cycle networks: The document presents a positive approach to network planning based on achieving a strategic vision rather than on individual problem solving.  This approach encourages the development of infrastructure to deliver the national target.

Permeability: The document emphasises the importance of making urban areas permeable, including pedestrianised areas, traffic management systems and new developments.

Development Planning: Supporting Scottish Planning Policy1, Cycling by Design asserts that cycling (and walking) considerations should be central to decisions on the location, size, land use mix and layout of new development.

Dealing with pedestrian/ cyclist conflict: The guidance presents a logical process for dealing with conflict between cyclists, disabled people and other pedestrians.

Cycle Audit: A new, clear Cycle Audit process is published in Cycling by Design.
