Halcrow are working with Land Securities and BDP
Architects to develop a masterplan and infrastructure
design which optimises land uses for the regeneration
of the existing Kodak works in Harrow into a mixeduse
development.
HalSTAR (the Halcrow Sustainability Toolkit And Rating system) is being used to manage sustainability issues on the project; aligning the client’s policies and requirements with Harrow Council’s Core Strategy, Local Development Framework and relevant planning policies; GLA spatial strategies and The London Plan; and Code for Sustainable Homes and BREEAM criteria.
The requirements include achieving Code level 4 and BREEAM Excellent across the scheme, and a 20% contribution to carbon reduction through on-site renewables. The ambition is to create a new sustainable community and focal point for the area.

By adopting the HalSTAR model, Halcrow can guide the design towards the Client’s sustainability ambitions, and ensure that the Council’s sustainability objectives are met whilst maximising the potential of the site for development. By including planning policies and constraints in the framework, risks of noncompliance and associated delays will be minimised.
The use of HalSTAR is also helping to develop our relationship with a major client.
