As technical adviser, Halcrow provided support for the client’s investment decisions, including life-cycle cost modeling, optimization of operations and maintenance cost profiles, and operations and maintenance scenario comparison.

Our responsibilities included technical due diligence and reports on the existing condition of the turnpike system and its likely operating expenditures, to help the client prepare its proposal to lease the turnpike and its plans for financing that proposal.

Our work included analysis of the condition of the 531-mile toll road, and the operating and capital expenditure needed over the proposed 75-year lease to bring the road up to standard, as well as to maintain and provide service improvements and information to support effective asset management.
