Our client commissioned Halcrow to interview key members of their staff to help inform future directions of development for Intelligent Transport Systems (ITS).
Project challenges and goals
- The purpose of the interviews was to establish attitudes and opinions regarding the function of ITS within VicRoads, the roads authority for Victoria.
- The client required an objective summary of key underlying issues and potential actions to investigate their resolution.
Halcrow’s role
- to develop stakeholder interview methodology and questions
- to review and recommend changes to the stakeholder list
- to undertake stakeholder surveys (approx 45 min each) for 14 key stakeholders
- to assess and report key underlying issues based on substantial practitioner experience across the industry.
The interviews were carried out by Scott Benjamin, a specialist ITS consultant in Halcrow’s Melbourne office. The project builds on a relationship between Halcrow and Vicroads which has seen Halcrow carry out a significant number of technology-driven planning projects in recent months.
Innovation
- We used a word “heat map” to reflect the use of terminology in the SWOT analysis undertaken to identify key common issues across the SWOT and across a range of stakeholders
- We considered a wide range of industry technological developments across government to determine core issues requiring further investigation and resolution.
Outcomes
- Objective capture of attitudes to ITS
- Development of SWOT analysis reflecting key issues relating to ITS at VicRoads
- Development of contextual matrix which considers wide ITS influence as well as demarcation of ITS functions within VicRoads
- Completion of the work within a tight timeframe to a limited budget
