Role purpose
Economics & Business Solutions (EBS) is the part of Halcrow which provides economic, management consultancy and specialist advice services, primarily relating to the infrastructure sectors. Our role is to provide the strategic and business perspectives to assignments in ways which make Halcrow distinctive from its competitors, and which lead the company into new areas of business. Our ambition is to assist Halcrow to become Number One in our market sectors by providing a range of specialist services in the business arena which enhance the technological expertise they can bring to bear.
EBS in the UK and USA has a successful and profitable Asset Management business. EBS brings its own financial and economic understanding of assets and asset life and the experience of its asset management consultants together with the technical skills of Halcrow’s Consulting Engineers to provide its asset management service. We support major asset owners, developers and purchasers by enabling them to understand their short, medium and long term opportunities and liabilities using a process and software developed in-house. We build on the understanding to offer advice on risks, impact on the balance sheet, operational issues and future strategy.
Essence of role – key accountabilities
The principal function of this position is to establish and develop the Asset Management business stream in the Middle East by finding business opportunities, winning business and delivering first class advice.

Technical / professional expertise
- to increase the number of EBS clients in the asset management sector
- to provide technical expertise at a high level
- to build the range of offerings to enable EBS and Halcrow to remain a cutting edge provider in asset management
- to lead the high profile projects
- to work closely with other parts of Halcrow in order to win and deliver projects, optimise development, resource use and performance
The ideal candidate should possess and be able to demonstrate the following skills and knowledge. These points should align with the key areas of responsibility:
- a strong foundation within an infrastructure related discipline
- considerable experience delivering diverse, asset related advice at a high level
- the capability to understand and bridge the gap between business and technical drivers. (ie – not only understand technical issues but also how their effective management can contribute to a company’s accounts)
- experience of working within a consultancy environment
- experience of project management on major infrastructure related projects either in the delivery of the capital asset or its long term management
- experience of bid preparation leading to successful assignments
- proven experience of establishing strong working relationships internally and externally
- experience of managing and effectively using technical specialists and professional advisers
- in a changing environment, the ability to manage and develop staff is important, especially in a growing team of technical specialists
This is a challenging role requiring a range of personal qualities as well as industry experience. The candidate must feel comfortable working with senior management and clients alike and must possess the authority to enforce high-quality standards and obligations where necessary. You must have the credibility to lead and manage senior colleagues and, when necessary, must be capable of influencing others where a direct reporting line does not exist.
