Role purpose
Economics and Business Solutions (EBS), the management consultancy business of Halcrow, is expanding and requires a senior economist to seek and deliver business in the Middle East.
The current areas of focus within EBS are asset management, economics advice and analysis, PPP and performance improvement, with clients ranging from government departments to international investment banks across the globe.
The economics advice we provide (currently from the UK and USA) includes such aspects as:
- traffic and revenue assessments for transport appraisals (roads, ports, garages, property)
- financial modelling as part of the evaluation of major projects being considered for acquisition, privatisation or development
- policy evaluation
- option appraisal
- business planning
Halcrow already has a significant presence in the Middle East. EBS currently undertakes work there on a visiting basis and has a team providing non‑specialist services to other parts of Halcrow. We now require a dynamic leader to establish and build an economics capability in the region and provide a focal point for winning other EBS work in the region.
Essence of role – key accountabilities
The principal function of this position is to establish and grow an economics business in the Middle East, building upon the work we are already undertaking there and Halcrow’s current operations in the region. As work builds up the expectation is that you will recruit and lead a team of economists. You will also provide an EBS presence in the region which will allow us to better identify opportunities and win work for other areas of EBS.
The role will report to the EBS Leader in the UAE, and will be able to draw on the specialist experience of the Economics Groups in the UK and USA.

Technical / professional expertise
The priorities of this role include:
- developing an EBS economics business in the Middle East that will grow;
- providing assistance to the Leader to build other EBS business in the Middle East;
- providing economics input into other EBS and CBG work;
- building client relationships for all parts of EBS;
- working with current EBS and CBG staff in the region;
- liaising with senior EBS colleagues in the UK.
The ideal candidate should possess and be able to demonstrate the following skills and knowledge:
- a strong background in economics and experience in applying economics in a commercial or public sector background;
- knowledge/experience of economic/business issues in the Middle East, with preferably some experience of working in the region;
- a leader who can motivate staff to perform
- the desire and skills to build a business in the Middle East;
- ability to work across disciplines;
- confident inter-personal skills;
- strong external and internal networking skills.
