Project / business overview
Water and Power Business Group (WPBG) currently seeks for a Prospect Leader (PL) in Bucharest. This is directly subordinated to Market Sector Manager and member of the Water Department management team of Halcrow Romania SRL, which is collectively responsible for delivering cross BG financial and other targets for Halcrow in Romania.
Key role objective
The PL is primarily responsible for identifying business opportunities for WPBG and provides inputs to MSM for the elaboration of the yearly business plan for WPBG. Together with the MSM, the PL has particular responsibility for business growth of WPBG within Romania and he/she is accountable for preparation of technically and commercially competitive bids.
Key areas of responsibility
Strategic
- responsible, in liaison with the MSM, with the creation and implementation of development strategies and plans for WPBG in Romania which reflect the varying needs of clients and fully exploit the business opportunities in the country market place.
- seeks, develops and sustains relationships with key players in HGL and RO framework in the procurement area.
Tactical
- rosters the key linkages and relationships between the sectors of the WPBG in Romania as well as between the WPBG and other BGs represented in Romania.
- ensures that the quality of bids is maintained according to Halcrow’s standards;
- manages the bid preparation budget and reports periodically to MSM on budget availability
- registers prospects in CMS, with all supporting documents;
- collects information from the market with respect to competitors, prices, etc.. and prepares market indicators to help positioning Halcrow on the market;
- develops contacts with potential partners and clients and participates to negotiations with clients, subcontractors and suppliers.
- undertakes project and/or management roles as delegated.
Key requirements
The ideal candidate should possess and be able to demonstrate the following skills and knowledge. These points should align with the key areas of responsibility:
- using public procurement procedures EU or Romanian
- experience in bidding process;
Minimum qualification
- university degree;
- conversational with public procurement rules and principles knowledge;
- computer literate: minimum MS Office Word and Excel;
- solid knowledge of english language spoken and written
