Halcrow has a strong track record in providing advice on institutional restructuring particularly in situations where the private sector is being introduced to manage and fund infrastructure services, under private sector participation (PSP) or public private partnership (PPP) arrangements. PSP/PPP projects require us to provide a broad range of skills and experience including institutional restructuring and institutional change management, capacity building and training, technical and environmental due diligence, economic and financial modeling, project finance, and risk analysis.
We undertake projects for both public and private sector organisations in the following areas:
options studies for PSP/PPP |
transaction preparation for public sector clients |
bidding advice for developers |
institutional restructuring and development (capacity building), for public sector or parastatal organisations (municipalities, utilities, regulators) |
In association with other business groups and with strategic partners we also provide services for:
implementation of institutional change/change management |
establishing PSP/PPP contract management units (CMUs) and utility regulators |
monitoring and evaluation audits of PFI/PSP/PPP contracts and of programme performance for major funders such as the European Community (EU) |
project preparation support for EU pre-accession funding (ISPA/SAPARD/Phare ESC) |
the majority of projects undertaken in this sector to date have been in the public utilities sector, especially water and wastewater for public sector clients and their funders. Our projects are spread in the UK and elsewhere all around the world |
