A strategic review of a proposed Public Private Partnership on the Berlin - Moscow rail corridor.

The review consisted of traffic forecasts for passenger and freight, establishment of a body for rail infrastructure management and the provision of network access and an outline of a financially viable proposition for operating international passenger and freight services.
