Halcrow is an Independent Regulatory Reporter to the Office of Rail Regulation reporting on Network Rail's performance as infrastructure controller of the UK rail network.
This reporting role comprises:

Providing annual technical and regulatory opinion on the accuracy of the data set out in Network Rail's Annual Return and the quality of the processes by which the data has been measured and compiled; this includes audit and asssessment of performance data on expenditure, operations, engineering activity and asset condition. |

Providing annual technical and regulatory advice on the underlying significance of the data set out in the Annual Return for the management, efficient operation, renewal, replacement, enhancement and development of the network. |

Providing consulting services regarding Network Rail's development of a comprehensive store of asset-related data. Network Rail's network licence requires its Asset Register to contain information on asset condition, capability and capacity to support maintenance, renewal, enhancement and operation of its rail infrastructure. |

Office of Rail Regulation receives opinions and advice on Network Rail's provision of railway services, so the Regulator can discharge his functions under the Railways Act 1993. Network Rail receives opinions on its management of the network and advice on how it might improve the provision of regulatory information and develop asset information processes.
This opinion and advice commands the confidence of both the Office of Rail Regulation and Network Rail as an impartial and professional assessment of performance and asset-related data, its implications for the network and the underlying processes for its production. It is an integral part of performance monitoring, operation and stewardship of the regulated UK rail network.
