The Environment Agency have awarded a 20 year PFI / PPP contract to Broadland Environmental Services Ltd (BESL) to maintain and improve the flood defences of the Norfolk Broads. BESL is a joint venture company between Halcrow Group Ltd and Edmund Nuttall Ltd.

The flood defences of the Norfolk Broads protect some 1,700 properties and over 30,000 hectares of agricultural land, much of which is designated as a wetland area of international environmental importance.
