To minimise the environmental effects along certain sections, the Victorian Government recommended that a tunnel should be constructed for the extension of the Eastern Freeway in Melbourne.
Halcrow was appointed by the state Department of Infrastructure to perform a cost estimate review study and to identify a number of tunnel options.
