Gloucestershire County Council was successful in obtaining supplementary funding from the Department for Transport. This led to the establishment of the first stage on three routes that link Gloucester with Cheltenham and park and ride services.

The scope of the project includes 79 buses, 56 at-stop displays and a PMR communications base-station. The project was a partnership between Halcrow, Gloucestershire County Council and Stagecoach.

As part of the project, Stagecoach invested in new double deck buses for use on the services.

The system was launched in May 2004, and includes the Gloucestershire ‘yourtime’ website.
