A Mid -term evaluation (MTE) of the SAPARD Programme for agriculture and rural development in Latvia, including an assessment of the programme's continued appropriateness, its implementation / administration and its effectiveness (as far as it was possible to measure this).

A participatory approach was taken, involving interviews and discussions with programme implementers, beneficiaries and potential beneficiaries. The Evaluator's findings and recommendations were included in a final MTE report.
