Halcrow was commissioned by the Latvian Ministry of Environmental Protection and Regional Development to appraise existing investment plans in four cities in Latvia, namely Riga, Liepaja, Daugavpils and Ventspils.

The scope of services included:

	financial analysis and economic evaluation
	technical analysis and study
	preparation of ISPA application
