In September 2004 Halcrow was appointed to examine the need for a bypass to the north of Luton. The bypass would follow the northern edge of Luton from the M1 (between Junctions 11-12) to the A6, with a possible extension towards the A505, at the eastern edge of Luton. The role of the bypass would be to relieve the congested urban area of Luton, to remove unwanted trips from the rural areas that surround Luton and to serve a proposed development on the northern fringe of the town.

It is necessary to understand the benefits or problems created by the bypass in terms of traffic activity, together with consideration of the effects on the local landscape and environment. In addition, the implications it may have for any new development in the area will be studied. Various alignment options will assessed and a preferred alignment will be selected.

This study incorporates transport planning, development planning, environmental and landscape, economics, engineering and public consultation skills.
