The Manila-Cavite toll expressway is a £110 million project involving the construction of the following segments of expressway:

the R-1 Expressway: upgrading 6.6km of existing dual carriageway to dual three-lane expressway standard in a highly populated coastal area |

the C-5 link Expressway: new construction of 6.0km of three-lane dual carriageway in a highly populated urban area |
 |
the R-1 Expressway Extension: new construction of 11.4km of two-lane dual carriageway, 5.0km of which was to be constructed on reclaimed land. |
Using private finance, the project was designed, constructed, operated and maintained by a consortium consisting of the Public Estates Authority and UEM-MARA Philippines Corporation. With the agreement of the Philippines Toll Regulatory Board, this consortium appointed Halcrow to be the independent consulting engineer responsible for auditing, monitoring and certifying the design and construction processes.
