This build-own-operate transfer (BOOT) scheme is the largest metropolitan road development ever undertaken in Australia. Halcrow Pacific's dual roles on the project are as proof engineer for the southern link, and providing technical advice on the tunnelling works to the lending banks.
The purpose of the Melbourne City link project was to improve the road network in central Melbourne by providing links between the Tullamarine Freeway, Westgate Freeway and the South Eastern Arterial. Currently these major transport routes terminate on the fringes of the central business district resulting in traffic congestion, especially in peak periods. Completion of the city link project will reduce traffic congestion, and improve access to Melbourne's port, rail and airport facilities.
