Halcrow was commissioned by the European Agency for Reconstruction to act as resident lender's engineer to oversee the design approvals, tender evaluation and construction phase of new passenger terminals at the two airports of Tivat and Podgorica in Montenegro.

The role required the deployment of a resident engineer and a support team to implement the approval of designs, to ensure adequate supervision of works, contract administration, payment and certificates, final inspection and handover, as well as other related duties.
