Halcrow was commissioned to undertake a review of the traffic demand and revenue forecasts for the North Luzon Expressway Phase 1 and identify the key drivers of the demand for the expressway.

Halcrow also conducted a desktop assessment of the NLE Phase 2, in terms of the likely revenues that each segment or combination of segments may generate.
