The project involved supplying and co-ordinating expertise in numerous disciplines, including engineering, transportation, environmental sciences, and finance and contract management.

Halcrow was responsible for supervising disbursement of funds to the municipalities, providing assistance in planning and procuring materials, supervising agreed project activities and monitoring and evaluating the process of restoration and reconstruction.
