Thu Thiem is an area of predominantly low-lying wetland enclosed within a loop of the Saigon River, opposite Ho Chi Minh City.

The objective of the study was to plan crossings of the river and a development concept for 1,000 ha of land comprising of a new central business district, residential areas and recreational facilities.

This was reviewed and updated in 2003.
