The TCC Project will bring about a major improvement in the traffic management and operation of the UK Highways Agency's national strategic road network. The TCC Project will use existing and new traffic monitoring and information systems to provide a co-ordinated information service to travellers. In March 2001 the Highways Agency awarded the contract to a consortium known as Traffic Information Services (TiS). Halcrow is supporting the consortium led by Serco
Scope
Data collection and preparation of a GIS-based database of the project network including a detailed physical description, network capacities, location referencing system and records of contact details of relevant organisations; identification locations, site surveys and preparation of contract deliverables for 2000 traffic monitoring and journey time camera sites, preparation of algorithms for non-monitored links; development of route sets and dissemination plans for strategic responses; development of evaluation procedures; preparation, negotiation of operating agreements with HA agents, local authorities and other interested parties.
Financed by: Bank loans during the implementation phase. A combination of performance-related service payments by the HA and contracts with value added service providers during the operations phase (2004-11).
