Halcrow was appointed sole framework consultant to the City of York in 2005. This contract provides support to three main departments within the council, namely transport planning, network management and engineering consultancy.
Work undertaken to date includes the writing and production of the 2004/2005 APR, development of residents parking schemes, Outer Ring Road study, development of traffic models, traffic signal design and installation, safe routes to schools and cycle schemes.

Halcrow was responsible for:

Identifying key issues along the Outer Ring Road |

Construction of a PARAMICS model of the Ring Road based on city-wide Saturn model |

Identifying options to improve facilities and conditions for all users including pedestrians, cyclists, public transport and through traffic |

All options were assessed using the PARAMICS and SATURN models and cost-benefit analysis undertaken, with recommendations for a preferred phased solution to improvements presented to committee for inclusion in LTP2. |
2. City of York Council (2004-5) Safe Routes to Schools
Halcrow undertook studies at three secondary schools for CYC in 2004 and are currently developing proposals for eleven primary schools, involving:

Working closely with schools and collecting information on pupil’s travel habits |

The identification of schemes to promote sustainable travel modes such as walking and cycling |

Detailed cost estimates of schemes for inclusion in the rolling programme of improvements at schools within the city. |
