Halcrow is one of the UK's leading consultancies, with a pedigree stretching back to 1868. The company's founder, Thomas Meik, worked extensively on port, maritime and railway projects in northern England and Scotland. During the first half of the 20th Century, William Halcrow (later Sir William) established the firm as a pioneering force in other areas, notably tunneling. Halcrow's first commissions outside of the UK were undertaken in the 1890s.

Initially named after Thomas Meik, the company became Sir William Halcrow and Partners in 1941. In 1985, a private limited company bearing the same name was formed. The most recent change was in 1998, when the various Halcrow businesses and departments became Halcrow Group Limited.

Halcrow specializes in the provision of planning, design and management services for infrastructure development worldwide. With interests in transportation, water and power, maritime and property, the company is undertaking commissions in over 80 countries from a network of more than 90 offices.

The company’s geographic coverage spans across Europe and Central Asia, the Middle East, North and Latin America and Asia.

In the Europe and Central Asia region (excluding the UK and Ireland) Halcrow has a presence in Romania, Poland and Latvia and the company work on projects across the region.

Halcrow’s presence in Romania goes back to the early 1990s. Halcrow Representative Office in Romania was officially opened in 2001 and a year later Halcrow Romania was registered as a subsidiary of Halcrow Group Limited. At present Halcrow has approximately 100 staff in Romania and the company has permanent offices in Bucharest  and Timisoara with project offices in Braila, Bacau, Ploiesti and Satu Mare.

The company’s activity is projected onto various domains and fields of work: infrastructure (roads, bridges, railways and water systems), environment protection, waste management, urban and rural development, restructuring, European integration, infrastructure-based and environmental protection consultancy, design, water resources and river basin development, water supply, wastewater, municipal water, structural, M&E, irrigation, power generation, training, institutional, property and human resources development.

The above-mentioned domains of activity had a strong impact, and thus Halcrow has gained the recognition and trust of the local, regional and central authorities. This also raised the interest of the head office in Great Britain, and the Halcrow Group management showed an increasing interest in the Romanian market.

In Romania, Halcrow has been involved with projects funded from various sources: International Financial Institutions (World Bank, EBRD, IBRD, EIB), the European Union (Phare, ISPA and SAPARD funds), central and local Romanian authorities (Romanian Government, various ministries, county and local councils, etc.), private companies (such as PETROM – member of OMV Group), as well as in private-public partnership funded projects.
